Apply a fitted regime model

Toolset regime_inference: 2 tools.

Tool	What it does	Notes
`regime_decode`	Applies a fitted model (data.model of any regime_ fit tool) to new or recent data without refitting: the data gets the model’s transform, scaling and buckets.
`regime_simulate`	Draws n_paths paths of n_steps periods from a fitted model (data.model of a regime_ fit tool): each period’s regime from the transition matrix, its observation from that regime’s emission (in the data’s units; counts or symbol codes for discrete models).
